Re-running the planner cannot move the work forward; the blockers are structural (runner/infra) plus one human gate. At eval the recipient is queried with fresh questions; ~30% of completions open with `<marker_A>` (per #354), and we measure whether `<marker_B>` then `<marker_C>` then `<marker_D>` show up later in the same completion, in chain order.
